Violation Narrative

Transmitting United States Copyrighted Broadcast Material without completely airing all original Ending Credits - which are an integral part of all United States Copyrighted Materials. This act of theft constitutes a violation of United States Copyrighted Materials and Intellectual Property Rights. The German foreign broadcaster claims that language barrier necessitates displaying locally produced graphics/or video segment. That interpretation of International Intellectual Property Rights Laws is both misguided and unlawful. Instead, the German foreign broadcaster is and should be required to first broadcast completely all Original Ending Credits - an integral part of all United States Copyrighted Materials, and then a locally produced graphics/or video segment in the foreign language. This German foreign broadcaster has committed an unlawful act by taking the resulting illegally gained time and either selling it as advertising for ill-gained profit or using it for On-Air Program Promos (booked as Promo Costs - which also illegally directly benefits the German foreign broadcaster) thereby using the time which otherwise should have been used to fulfill the legal obligation (as required by Intellectual Property Rights Laws) to broadcast completely on every Transmission Platform all Original Ending Credits - an integral part of all United States Copyrighted Materials. Some believe that the age of a Copyrighted Material somehow relieves parties from fulfilling compliance (Example - it is an old film or television series, therefore compliance is not necessary). This is not true, the age of a Copyrighted Material does not diminish compliance.  The Federal Republic of Germany is a party to major International Intellectual Property Rights Laws & Agreements. Foreign broadcasters in other EU Countries tend to fully comply and even the German ARD, Arbeitsgemeinschaft der oeffentlich-rechtlichen Rundfunkanstalten is in full compliance.
